Identification Documentation

Identity documents are required for a first time issuance of a Newfoundland and Labrador Driver’s Licence, Learners Permit and/or Photo Identification Card.

To qualify, applicants must be a resident of this province. Any person who is taking up residency in Newfoundland & Labrador must provide proof of:

  1. Identity
  2. Address

Proof of Identity

 Any combination of the following documents are acceptable as long as all 4 of the following items can be verified:

  • Full Legal Name
  • Date of Birth
  • Legal Presence in Canada
  • Photo

Minimum 2 documents must be presented.

*Some of these documents may not be acceptable

The original or certified copy of the document must be presented. Photocopies are not acceptable.

Although some of the documents above may contain the required information, they are not accepted as a verifiable resource. Therefore, these are not approved documents for the required category. For example: A Driver Licence/Identification Card issued by a Canadian jurisdiction will not be accepted independently as a source of identification.

For minors who do not have a supporting document to validate photo, a parent/guardian will be required to attest to your identity using a Guarantor Declaration.

For all others who do not have a supporting document to validate photo, a Guarantor Declaration must be completed.

Proof of Address

Valid supporting documents

Any of these documents* will be accepted as proof of address:

  • Utility bills no older than two months (e.g. phone, internet/cable, electricity)
  • Bank statements/void cheque (with address)
  • Mortgage documents
  • Personal taxes (filed in the previous year)
  • Property tax bill
  • Residential lease/rental agreement (must be completed and signed by landlord and tenant)
  • Employment Insurance or Income Support Program documents
  • Employment confirmation or pay stub
  • Canada Child Benefit (CCB) documents

*Must contain your full name and address

For minors who do not have a supporting document to validate address, a parent/guardian will be required to attest to your address using a Guarantor Declaration.

For all others who do not have a supporting document to validate address, a Guarantor Declaration must be completed.
